Road Tunnels and ADR: where are we?
continues the long process of classification of tunnels in Europe regard to transit traffic of vehicles carrying dangerous goods, as set out in ADR 2007.
Tralasciando il fatto che la scadenza dei termini previsti dalla normativa per queste operazioni è oramai ampiamente superata (31/12/2009!!) le novità provengono da alcuni paesi europei i quali hanno comunicato ufficialmente di non voler classificare alcuna galleria stradale.
Questi sono: Austria, Finlandia, Lettonia, Lituania e Macedonia .
Questo non vuol dire, naturalmente, che in tali stati si possa circolare liberamente nei tunnels con qualsiasi sostanza pericolosa, ma semplicemente che in questi paesi continuano a valere i regolamenti locali in materia.

LA SITUAZIONE ATTUALE
L’edizione 2009 dell’ADR/RID/ADN prevede:
- I microrganismi geneticamente modificati e gli organismi geneticamente modificati sono assegnati alla classe 9 (UN 3245) se non rispondono alla definizione di materia infettante (come materie infettanti possono be assigned, as appropriate, to the UN numbers 2814, 2900 or 3373).
- Genetically modified organisms and genetically modified organisms, whether in class 9 and if authorized for their use by the competent authority of countries of origin, transit and destination, are exempt ADR / RID / ADN (Special Provision 637 ).
THE FUTURE
With the new 2011 edition of ADR / RID / ADN (in force since January 1, 2011), regulation of transport (M) GMOs and changing, complicated, as follows:
- Member (M) GMOs and GMOs can also be classified as toxic substances (class 6.1), (Special Provision 219).
- Member (M) GMOs and GMOs are not classified as toxic or infectious, may be transported in complete exemption only if they are packaged in accordance with the new packing instruction P904, which among other things, provides a special brand of affixed to the neck, UN3245 with words on a white background.

Direttiva UE 2010/61: In arrivo il nuovo ADR 2011!
The European Commission has adopted Directive 2010/61/UE of September 2, 2010, published in OJ L 233 of September 3, 2009 " adapting for the first time in the scientific and technical progress Annexes Directive 2008/68/EC of the European Parliament and the Council on the inland transport of dangerous goods ".
This Directive is preparing the implementation of the new 2011 editions of ADR, RID and AND (which is expected yet the final go-ahead from the UN / ECE) and the member states will have until June 30, 2011 to adopt it.

E' stato pubblicato sulla Gazzetta Ufficiale dell'Unione Europea in data 31/08/2010 il nuovo Regolamento UNECE nr. 105 concernente le disposizioni per l'omologazione dei veicoli destinati al trasporto di merci pericolose in regime ADR (FL-AT-OX-EX/II-EX/III e MEMU).
